Departmental Farms

The major objective of the Departmental Farms is to produce quality seeds, seedlings and planting materials for catering to the needs of the farming community in Kerala and to support the Plan related activities of the Department. There are 64 Agricultural Farms in the State with a total area of 2098.39 Ha. Out of this 64 51 Farms have been transferred to the District Panchayaths. These Farms are broadly classified in to the following categories.

Parasite Breeding Stations (PBS)

There are 9 Parasite Breeding Stations operating in the state for the mass multiplication and release of bio-control agents effective against Coconut leaf eating caterpillar (Opisinia arenosella). They are situated in the districts of Thiruvananthapuram, Kollam, Alapuzha, Kottayam, Ernakulam, Thrissur, Malappuram, Kozhikode, and Kasargod. Bio control agents mass multiplied are Bracon brevicornis, Perisiovola nephantidis and Elasmus nephantidis.

Farm Information Bureau (FIB)

Farm Information Bureau was established in 1969. It acts as a single nodal agency to provide active and complete information support to accelerate the extension and developmental activities of the department of Agriculture, Animal Husbandry and Dairy Development.
The Bureau takes up the propaganda works of the departments to help the farming community in availing various benefits offered by the Government.
It works as a link between research stations and farming community by disseminating right scientific knowledge to the right person at the right time and providing feed back to research stations. The FIB has its head office at Kowdiar, Thiruvananthapuram with two Regional Offices at Ernakulam and Kozhokkode.

WTO Cell

The WTO Cell was set up in the Agriculture Department of Secretariat in June 2004 based on the recommendations contained in the Dr. M.S. Swaminathan Commission’s Report on “Agricultural Trade” to address the trade related concerns of agriculture in the State.
Functions:

  1. Advice the State Government on policy matters related to trade in agriculture in the context of India being a signatory to the WTO and other bilateral Agreements
  2. Advice the State Government on issues related to Foreign Trade Policy of Government of India with specific reference to the State’s agricultural sector
  3. Periodically monitor the crop situation of the State and examines the domestic support and export subsidies provided to agricultural sector in the context of WTO Agreement on Agriculture and suggest measures for enhancing the competitiveness of commodities in the liberalized trade regime
  4. Draws opinion from various stakeholders by conducting workshops, seminars and organize lectures to streamline Agricultural Policy of the State in tune with the changing policy environment
  5. Conduct Capacity Building Programmes on WTO and FTAs
  6. Monitor the functioning of EEC aided Wholesale Markets and establishment of Agri-malls

State Agricultural Management and Extension Training Institute, Kerala (SAMETI, Kerala)

SAMETI is a State level training institute established to impart training to extension functionaries involved in the implementation of “ATMA” (Agricultural Technology Management Agency)
‘ATMA’ was conceived as an umbrella institution under the “Modified Extension Reforms Scheme” introduced in 2010 for strengthening the extension machinery and utilizing it for synergizing the interventions under the 17 different schemes of the Department of Agriculture and Cooperation. Now, the “National Mission on Agricultural Extension and Technology” (NMAET) has been envisaged as the next step towards this objective through the amalgamation of these schemes.
The State Department of Agriculture established ‘SAMETI’ at Thiruvananthapuram under the Central Sector Extension Reform Scheme, ATMA. It is registered under Travancore Cochin Literary Scientific and Charitable Society Act before District Registrar, Thiruvananthapuram on 23.01.08 with Reg. No. 144/08.
Objectives of SAMETI

  1. Functions as the nodal State level Training Institute in the area of Agricultural Management
  2. Provide capacity building support in Extension Management related areas to the extension functionaries from public, private and non-governmental sector
  3. Provide consultancy in the areas like project planning, appraisal, implementation, monitoring & evaluation, etc.
  4. Develop and promote application of management tools for improving the effectiveness of Agricultural Extension service
  5. Organize need based training programmes for middle level extension functionaries
  6. Develop modules on Management, Communication, Participatory Methodologies etc,
  7. Organize Annual Workshop involving all the agricultural related Training Institutes in the State in order to achieve complementarity in training and capacity building for the functionaries of Agriculture and allied departments.

Karshaka Bhavanam (Farmer’s Guest House), SAMETI
SAMETI provide accommodation to farmers in the Karshaka Bhavanam attached to the Institute. At a time 50 farmers can be accommodated here.
Kerala State Seed Development Authority (KSSDA)
Kerala State Seed Development Authority is an autonomous body functioning under Department of Agriculture, Kerala. It was registered on 24th May 2000 under  Travancore- Cochin Literary Scientific and Charitable Societies registration act 1955.
Objective:
Carry out activities for promoting multiplication, production, procurement, processing and marketing of paddy and other seeds.
The seed production programme is carried out with the co-operation of Kerala Agricultural University, State Seed Farms, Krishibhavans & farmers of registered Padasekhara Samithis at panchayat level. The scheme is being implemented in Ernakulam, Thrissur, Palakkad,Malappuram and Kannur Districts in an area of 4000 ha per year.
Foundation seeds are produced in various seed production centers using the breeder seeds obtained from Kerala Agricultural University. Presently the Seed Authority is handling 10,000-12,000 MT of paddy seed.
Kerala State Seed Development Authority is supplying Vegetable seeds kits for promotion of Homestead vegetable cultivation and also supplies vegetable seeds for promotion of projects like Peoples Plan, NGOs, SHGs based on the indents received from all parts of the State.
Kerala State Seed Development Authority is also implementing RSGP programme for the production of quality vegetable seeds under RKVY programme. Kerala State Seed Development Authority is also 60 having three Godown-cum- Processing plants at Alapuzha, Pandalam and Eruthampathy of 2000Mt capacity each.

State Horticulture Mission–
Mission for Integrated Development of Horticulture
State Horticulture Mission, Kerala is a Society registered under Travancore Cochin Literary Scientific and Charitable Societies Act, 1955 in October 2005 for the implementation of National Horticulture Mission (NHM), a centrally sponsored scheme, which has been restructured as the Mission for Integrated Development of Horticulture from 2014-15 onwards.
The main objective of MIDH is end to end holistic development of the horticulture sector covering fruits, mushroom, medicinal plants, spices flowers aromatic plants and plantation crops.
The main stakeholders of the programme are farmers, SHGs, KVKs, NGOs, Department of Agriculture, KAU, Commodity Boards, Private entrepreneurs, PSUs etc. The Mission programmes are implemented in all the districts.
The crops identified for development under the Mission are Mango, Banana, Pineapple, Pepper, Ginger, Turmeric, Nutmeg, Cashew, Cocoa and flower crops. Bee keeping, vegetable seed production and Mushroom cultivation are also included in the programme.

Vegetable and Fruit Promotion Council Keralam (VFPCK)

VFPCK is a company constituted under section 25 of the Indian Companies Act, 1956. VFPCK was formed in 2001 under the Chairmanship of the Minister for Agriculture, to sustain the activities of Kerala Horticulture Development Programme (KHDP), and aimed at overall development of commercial fruit and vegetable farmers of the state.
Since inception, VFPCK is determined to make remarkable changes in the livelihood of the farmers by improving their capacities by providing adequate support in the areas of Production technology, credit and marketing. All the programmes of the Council are being implemented through the basic institutional units viz. Self Help Groups (SHGs).
The Seed Processing Plant (SPP) of the Council at Alathur, Palakkad caters the vegetable seed requirement of the whole State. Tissue Culture Laboratory attached to SPP produces around 3 lakh plants of banana every year. Vegetable Seedling Unit established at SPP and Krishi Business Kendra attached to Kakkanad HQ is a retail centre for supply of ready to plant seedlings, seeds and fruit plants of even rare varieties. The Council had implemented ‘Harithanagari’ programme to promote vegetable cultivation in homesteads and terraces.
VFPCK is implementing various schemes of the Central and State Government like State Horticulture Mission, Rashtriya Sam Vikas Yojana, Rashtriya Krishi Vikas Yojana, NABARD to address all issues faced by the farmers from seed to marketing. VFPCK has 264 farmer markets where all supports for auction, accounting including infrastructure are provided to farmers.

Kerala Pineapple Mission
Nadukkara Agro Processing Factory
Kerala Pineapple Mission is registered under the Travancore – Cochin Literary Scientific Charitable Societies Registration Act 1955 with Headquarters at Nadukkara Agro Processing Factory at Muvatturpuzha in Ernakulam District.
The main objectives of the Mission are to achieve holistic growth of the Pineapple Sector through improvement of production, post harvest management, processing, marketing and export. The mission programmes are implemented in all Districts. During this Financial Year mission is implementing Scheme for 100 lakhs.
The important programmes are under the mission include pineapple productivity enhancement through demonstrations (second year plot), Procurement of Pineapple & Value addition, export to Middle East Countries, Experiment trail on varieties through Kerala Agricultural University, improvement of packing and transporting facilities, assistance to Pineapple Fiber Extraction unit, organize Pineapple Cultivation, participation in National, International, State and District Fairs.

Kerala Small Farmer’s Agri Business Consortium (SFAC)

The Kerala SFAC was established as a society registered under the Travancore – Cochin Literary Charitable Societies Registration Act in 8th March 1955 with a Memorandum of Association and Article of Association incorporating provisions outlined in the concept paper of SFAC. The area of operation of SFAC Kerala covers the entire state.
Small Farmers Agribusiness Consortium is an organization under the Department of Agriculture, Government of Kerala working for the promotion of agri-business to the benefit of farmers and entrepreneurs by providing necessary linkages for establishment and running of successful agri-business.
Mission: “To take the economic benefits of modern agri-business to the re source poor families belonging to the small and marginal category through promotion of a new coalition and social contract among Governmental and Non Governmental Institutions and public and private sector industry”
